High- Level Lecture 'The EU and the Rise of New Space: New Models for a New Market?'

The space sector sees a tremendous technological and market evolution. It is driven by miniaturization, digitalization, new production techniques such as 3-D printing and business models taken over from the IT sector. Moreover, many new companies are emerging, are attracting unprecedented amounts of private investment, and are opening up new markets and applications, such as small satellite constellations, new launchers, AI applications, space tourism or space resource exploitation. What effects does this evolution have on space policy-makers, legislators, regulators and space agencies? How are public stakeholders reacting to the NewSpace phenomena? Are traditional instruments and approaches still suitable for the new space market? What could – or should – be additional future legal and regulatory measures and practical approaches to foster the growth and innovation in the space sector in Europe? How can Europe maintain its international competitiveness and leadership? The lecture will address these topics from a legal perspective, while also touching upon policy, strategy, technology and market aspects.
